After the completion of the CPR, the government of Canada introduced a series of legal measures designed to deter and profit from Chinese Immigrants. The Head Tax came first and was followed by the Exclusion Act. This period was most difficult for the community, but it was also a period where the Chinese community came together, the rich helping the poor and organizations such as the CBA were established to helped the needy.
